Can someone explain to me why when a priest obtains the title of Cardinal that the church uses his title as a kind of middle name? For instance, rather than call him Cardinal Samuel Stritch he is referred to as Samuel Cardinal Stritch. The church does not do the same thing for the title of Monsignor or Bishop?

The title "Cardinal" becomes part of the family name, like an aristocratic title. This proved to be somewhat irritating after World War II, when two German bishops from aristocratic families became Cardinals in 1946: Clemens Graf von Galen and Konrad Graf von Preysing. The press today doesn't really know where to put what so you can read everything from i.e. Cardinal Clemens Graf von Galen to Clemens Cardinal Graf von Galen (correct) to Clemens Graf Cardinal Galen.
